PUBLICATION ETHICS AND MALPRACTICE STATEMENT

JUTEKDISI – Jurnal Teknologi Digital dan Sistem Informasi is committed to maintaining high standards of publication ethics and integrity. This Publication Ethics and Malpractice Statement is adapted from the principles and guidelines of the Committee on Publication Ethics (COPE) and applies to authors, editors, reviewers, and all parties involved in the publication process.

JUTEKDISI is committed to ensuring that all manuscripts are evaluated and published based on academic quality, originality, methodological rigor, ethical conduct, transparency, and relevance to the journal's focus and scope.

1. Originality and Duplicate Submission

Authors must submit original manuscripts that have not been published previously and are not simultaneously under consideration by another journal.

Authors must not submit the same manuscript to more than one journal at the same time. A manuscript may only be submitted elsewhere after receiving a formal rejection decision from JUTEKDISI or after the author has formally withdrawn the manuscript.

Manuscripts that have previously appeared as conference papers may be considered provided that the submitted manuscript contains substantial development, improvement, and additional scholarly contribution. Authors must disclose the previous conference publication and clearly explain the differences between the conference paper and the submitted manuscript.

Authors must properly acknowledge and cite all relevant previous publications, datasets, methods, ideas, and other sources used in the manuscript.

Authors must disclose whether datasets used in the manuscript have previously been used, published, or analyzed in another study.

2. Authorship and Contribution

Authorship must be limited to individuals who have made substantial contributions to the conception, design, methodology, data collection, analysis, interpretation, implementation, or preparation of the manuscript.

All listed authors must:

• Make a significant contribution to the research.
• Participate in drafting or critically revising the manuscript.
• Approve the final version of the manuscript.
• Agree to be accountable for the accuracy and integrity of the work.

Individuals who do not meet the criteria for authorship should not be listed as authors. Their contributions may instead be acknowledged in the Acknowledgment section.

Changes to authorship after submission, including adding, removing, or changing the order of authors, must be approved by all authors and must be justified to the Editor in Chief.

For research substantially derived from a student's thesis or dissertation, the student's contribution and authorship must be appropriately recognized.

3. Conflict of Interest

All authors, editors, and reviewers must disclose any financial, professional, personal, institutional, or other relationships that could influence or be perceived to influence the objectivity of the research or publication process.

Authors must declare any potential conflict of interest at the time of manuscript submission.

Editors and reviewers must not participate in the evaluation or decision-making process when they have a conflict of interest with the authors, institution, research, or manuscript.

If a conflict of interest is identified after publication, JUTEKDISI may publish an appropriate correction, clarification, or other editorial notice.

When no conflict of interest exists, authors should state:

"The authors declare no conflict of interest."

4. Peer Review and Double-Blind Review

JUTEKDISI applies a double-blind peer review process. The identities of authors and reviewers are concealed from each other during the review process.

Each manuscript should normally be evaluated by at least two independent reviewers with relevant expertise.

Reviewers are expected to evaluate manuscripts objectively based on:

• Originality and novelty.
• Relevance to the journal's focus and scope.
• Clarity of research objectives.
• Adequacy of methodology.
• Validity and reliability of data.
• Quality of analysis.
• Significance of results.
• Quality of discussion.
• Conclusions and research contributions.
• Quality and relevance of references.
• Ethical aspects of the research.

Reviewers must provide constructive, professional, and evidence-based comments.

Reviewers must not use information obtained from a manuscript for personal advantage or disclose manuscript contents to others.

Reviewers must inform the Editor if they have a conflict of interest or if they are unable to review the manuscript objectively.

5. Confidentiality

All manuscripts submitted to JUTEKDISI are treated as confidential documents.

Editors and reviewers must not disclose information regarding a submitted manuscript to anyone other than authorized members of the editorial team, reviewers, and the authors.

Reviewers must not share, copy, distribute, or use unpublished information from a manuscript without permission from the Editor and the authors.

6. Artificial Intelligence and Generative AI

JUTEKDISI recognizes that artificial intelligence (AI) and generative AI tools may be used in scholarly communication under appropriate conditions.

Authors may use AI tools for limited purposes such as language improvement, grammar checking, formatting assistance, or other non-substantive support. However, authors remain fully responsible for the originality, accuracy, integrity, and ethical compliance of their manuscripts.

Any substantive use of generative AI that contributes to the preparation of a manuscript must be appropriately disclosed in an AI Use Statement.

AI tools must not be listed as authors or co-authors because they cannot take responsibility for the research.

Authors remain responsible for:

• Verifying all information generated or assisted by AI.
• Ensuring that citations and references are accurate.
• Avoiding fabricated information or references.
• Protecting confidential and sensitive research data.
• Ensuring that AI-assisted content does not infringe copyright or other intellectual property rights.

Use of AI by Editors

Editors must use AI tools cautiously and must not upload confidential manuscripts, reviewer reports, author information, or other unpublished materials to publicly accessible AI systems.

Use of AI by Reviewers

Reviewers must maintain the confidentiality of manuscripts and must not upload or submit manuscripts, substantial portions of manuscripts, reviewer reports, or confidential manuscript information to generative AI systems.

AI tools must not replace the professional judgment and responsibility of editors or reviewers.

7. Plagiarism, Fabrication, Falsification, and Redundant Publication

JUTEKDISI does not tolerate:

• Plagiarism.
• Self-plagiarism.
• Fabrication of data.
• Falsification or manipulation of data.
• Manipulation of images or research results.
• Inappropriate citation practices.
• Duplicate publication.
• Redundant publication.
• Other forms of research or publication misconduct.

Authors must properly acknowledge the ideas, data, methods, text, figures, tables, and other materials obtained from other sources.

Plagiarism may include direct copying, inappropriate paraphrasing, or presenting another person's ideas or work as one's own without appropriate attribution.

Self-plagiarism or redundant publication occurs when authors reuse substantial portions of their previously published work without appropriate acknowledgment or when substantially similar manuscripts are published or submitted as separate and independent studies.

JUTEKDISI may use plagiarism-detection software and other appropriate methods to identify suspected plagiarism or publication misconduct.

Cases of suspected misconduct will be evaluated individually and may be investigated in accordance with applicable publication ethics principles and COPE guidelines.

8. Accuracy, Research Integrity, and Data Transparency

Authors are responsible for ensuring that all information presented in their manuscripts is accurate and complete.

Authors must report research findings objectively and must not intentionally omit, manipulate, or misrepresent data.

Research methods must be described sufficiently to allow readers and researchers to understand and, where possible, reproduce the study.

Where appropriate, authors should provide information regarding:

• Data sources.
• Research instruments.
• Datasets.
• Analytical procedures.
• Software or tools used.
• Research limitations.
• Relevant ethical considerations.

If authors discover a significant error in their published article, they must immediately notify the Editor in Chief and cooperate in correcting or retracting the article when necessary.

9. Research Involving Human Participants

Research involving human participants, including surveys, interviews, observations, experiments, medical or health-related data, and other forms of human-subject research, must comply with applicable ethical standards.

Authors are responsible for protecting the privacy, dignity, safety, rights, and well-being of research participants.

Where required, authors must obtain appropriate ethical approval and informed consent from participants.

Personal information and identifying data must not be published without appropriate permission.

If anonymity or confidentiality has been promised to participants, authors must ensure that the published manuscript does not disclose information that could reasonably identify the participants.

10. Copyright and Intellectual Property

Authors are responsible for ensuring that manuscripts submitted to JUTEKDISI do not violate copyright or other intellectual property rights.

Authors must obtain permission when using copyrighted materials such as:

• Figures.
• Photographs.
• Tables.
• Diagrams.
• Substantial quotations.
• Other materials owned by third parties.

All sources must be appropriately acknowledged.

Authors must also ensure that submitted manuscripts comply with the copyright and licensing policies of JUTEKDISI.

11. Editorial Responsibilities

The Editor in Chief and editorial team are responsible for ensuring that manuscripts are evaluated fairly and objectively.

Editorial decisions must be based primarily on:

• Academic quality.
• Originality.
• Methodological rigor.
• Relevance to the journal's scope.
• Research contribution.
• Compliance with publication ethics.

Editors must not discriminate against authors based on nationality, institutional affiliation, academic position, personal characteristics, or other irrelevant factors.

Editors must maintain confidentiality throughout the editorial process.

Editors must not use unpublished information from submitted manuscripts for their own research or personal benefit.

Editors must declare and manage conflicts of interest appropriately.

12. Reviewer Responsibilities

Reviewers must:

1. Conduct reviews objectively and professionally.
2. Provide constructive and evidence-based comments.
3. Identify relevant published work that has not been cited when appropriate.
4. Identify possible plagiarism, duplicate publication, or other ethical concerns.
5. Maintain confidentiality.
6. Avoid using unpublished information for personal benefit.
7. Disclose potential conflicts of interest.
8. Complete reviews within the agreed timeframe.

Reviewers who are unable to complete a review within the specified period should notify the Editor promptly.

13. Editorial Independence

Editorial decisions must be made independently and must not be influenced by commercial interests, institutional interests, personal relationships, political considerations, or other inappropriate external pressures.

Publication decisions must be based on the academic and ethical quality of the manuscript.

The Editor in Chief has final responsibility for publication decisions, subject to the journal's policies and applicable publication ethics standards.

14. Corrections and Retractions

JUTEKDISI is committed to maintaining the accuracy and integrity of the published scholarly record.

If an error is identified after publication, the journal may publish:

• A Correction for errors that do not invalidate the main findings.
• A Retraction when the findings or publication integrity are seriously compromised.
• Another appropriate editorial notice when necessary.

Corrections and retractions will be clearly linked to the original article and will contain sufficient information to explain the reason for the editorial action.

Articles will not normally be removed from the journal archive except where removal is legally or ethically required.

15. Withdrawal of Manuscripts

Authors may request withdrawal of a manuscript before publication by submitting a formal request to the editorial office.

Withdrawal requests must provide a reasonable justification.

After a manuscript has entered the peer-review process, authors should not withdraw it merely because they disagree with reviewer comments or editorial decisions.

If an author withdraws a manuscript without reasonable justification after substantial editorial or peer-review work has been completed, JUTEKDISI may consider the matter as a publication-ethics issue.

16. Post-Publication Responsibilities

Authors remain responsible for the integrity and accuracy of their published work.

Authors must promptly notify JUTEKDISI if they discover a significant error, inaccuracy, omission, or ethical issue in their published article.

Authors must cooperate with the editorial team in investigating potential errors or publication-ethics concerns.

Readers and researchers may also report suspected errors, plagiarism, conflicts of interest, or other publication-ethics concerns to the editorial office.

JUTEKDISI will assess reported concerns fairly and confidentially and may take appropriate editorial action when necessary.

17. Timeliness

Authors are expected to respond to revision requests within the deadline provided by the editorial team.

If an author requires additional time, the author should contact the Editor before the deadline and provide a reasonable explanation.

Reviewers are also expected to complete reviews within the agreed timeframe or promptly notify the Editor if they are unable to do so.

18. Ethical Handling of Publication Misconduct

When an allegation of publication misconduct is received, JUTEKDISI will assess the allegation objectively and confidentially.

Depending on the nature and severity of the issue, possible actions may include:

• Requesting clarification from the authors.
• Requesting supporting data or documentation.
• Conducting additional peer review.
• Rejecting the manuscript.
• Publishing a correction.
• Publishing an editorial notice.
• Retracting a published article.
• Contacting the relevant institution or authority when necessary.
• Taking other appropriate actions consistent with publication-ethics principles.

JUTEKDISI reserves the right to contact relevant institutions or authorities when necessary to resolve serious cases of suspected research or publication misconduct.

19. Declaration of Responsibility

By submitting a manuscript to JUTEKDISI, authors confirm that:

• The manuscript is original.
• The manuscript is not simultaneously submitted to another journal.
• All authors have approved the submitted version.
• All sources have been appropriately acknowledged.
• The research has been conducted ethically.
• The data and results are reported accurately.
• Conflicts of interest have been disclosed.
• Funding information has been disclosed where applicable.
• Any relevant use of AI or generative AI has been appropriately disclosed.
