"DESIGN AND IMPLEMENTATION OF SIBERKAS: A DESKTOP-BASED DOCUMENT COMPLETENESS VERIFICATION INFORMATION SYSTEM FOR LAND DEED OFFICIALS (PPAT) USING THE WATERFALL METHOD

Abstract

Every document submitted to a Land Deed Official (Pejabat Pembuat Akta Tanah/PPAT) office must undergo a completeness verification process before proceeding to the next stage. However, this process is still performed manually using handwritten forms and recorded in spreadsheets, which reduces efficiency and makes it difficult to quickly obtain accurate completeness information. In addition, rechecking document completeness requires officers to reopen stored physical documents. This study aims to design and develop SiBerkas (Document Information System), a desktop application built with VB.NET, to support an integrated document completeness verification process at the PPAT office. The application manages party data, transaction data, and transaction object data, including recording and monitoring document completeness status. The system is developed using the Waterfall method and tested with black box testing to ensure that all functionalities operate as intended. Results indicate that SiBerkas enhances verification efficiency, facilitates monitoring of document status, and reduces reliance on manual records and physical documents. Therefore, SiBerkas serves as an effective digital solution for supporting document management at the PPAT office.
